Connecting POS payment terminals with Telematic Recorders (RTs)

Requirement As of Jan. 1, 2026, all Italian businesses required to issue electronic receipts and accept electronic payments will have to connect their point-of-sale terminals to cash registers (Telematics Recorder), according to a new rule introduced in Budget Law 2025. The connection is in the form of digital registration and includes any device used to accept in-person payments, including Stripe Terminal, Tap to Pay and Satispay readers. This requirement could also apply to other types of payments, such as online payments, in cases where businesses are required to issue electronic receipts. Consult with legal counsel to see if this requirement applies to your business. Link The Internal Revenue Service will provide a web feature on the "Bills and Invoices ", where merchants will be able to register the serial numbers of each POS terminal (such as a Stripe terminal reader) in combination with the serial number of each Telematics Recorder (RT). For existing POS terminals (as of January 31, 2026), each device must be associated with a cash register within 45 days of the availability of the web service. For POS terminals activated after January 31, 2026, the required association to a cash register must be completed between the sixth day and the last business day of the second month following first use. For example, a new POS terminal first used on February 1 must be associated between April 6 and April 30.
